Tax filing is where a fiscal agent’s exposure concentrates. Deposits are due on a schedule that does not move, penalties accrue automatically, and a Fiscal Employer Agent carries the obligation across every employer it administers — potentially thousands of separate FEINs, each with its own deposit frequency and jurisdiction mix.
ArborSoft calculates, tracks, and prepares those filings from the same data that produced the payroll.
Federal filings across every employer
ArborSoft prepares the federal returns a household-employer program requires: Form 941 quarterly returns, Form 940 annual FUTA returns, and year-end W-2 and W-3 wage statements, with W-2c corrections when needed.
Each is produced per employer FEIN, drawn from posted payroll. For organizations authorized as agents under IRS Section 3504 through Form 2678, ArborSoft maintains the agent-to-employer relationship and reports consistently with it.
State and local obligations
State income tax withholding returns, state unemployment insurance returns, and applicable local filings are prepared by jurisdiction. Which returns are required for a given employer follows from that employer’s registrations, held in employer management, so a newly enrolled employer’s obligations are established once and applied automatically thereafter.
Track liability as it accrues
Tax liability is calculated with each payroll run, not reconstructed at quarter end. At any moment ArborSoft can show current liability per employer and jurisdiction, amounts deposited to date, the next deposit due date and amount for each employer, and a reconciliation of accrued liability against deposits made.
Deposit schedules vary by employer and change based on lookback-period liability. ArborSoft tracks the applicable schedule per employer and, through notifications, warns ahead of due dates rather than after them.
Reconcile before you file
Quarter-end and year-end reconciliation compares wages and taxes reported on returns against posted payroll detail, deposits made against liability accrued, and W-2 totals against the sum of quarterly 941s.
Discrepancies surface with the underlying detail attached, so the question is which transaction caused the variance rather than whether one exists. Reconciling a 941 against four quarters of W-2 data is the classic year-end fire drill; doing it continuously is what prevents it.
File electronically
Prepared returns and wage data feed magnetic media generation for electronic submission in agency-required formats, with the validation and submission history described there. Because filings are built from posted payroll rather than a separate tax ledger, the figures on the return and the figures in the system are the same figures.

- Yes. Each common-law employer is held as its own tax entity with its own FEIN, deposit schedule, and jurisdiction registrations. ArborSoft prepares returns for all of them from one system, so the operational effort scales with your staff rather than with your employer count.
- Does ArborSoft support Section 3504 agent reporting?
- Yes. Organizations authorized as agents under IRS Section 3504 via Form 2678 can report on behalf of the employers they represent. ArborSoft maintains the relationship between the agent and each represented employer and produces returns consistent with that arrangement.
- When is tax liability calculated?
- Liability accrues with each payroll run rather than being reconstructed at filing time. That means the current amount owed per employer, per jurisdiction, and per deposit period is always visible — you are not waiting until quarter end to find out what a quarter looks like.
- What happens when a W-2 needs correcting?
- ArborSoft generates W-2c corrections and the matching EFW2C electronic file, carrying the original submission reference so the agency can match the correction to the original filing.
