The 21st Century Cures Act made Electronic Visit Verification mandatory for Medicaid personal care and home health services. For a fiscal agent, EVV is not only a compliance obligation — it is the point at which service delivery becomes verifiable data, and therefore the point where payroll and billing either become trustworthy or do not.
Capture visits the way caregivers actually work
Self-directed care does not have a uniform workforce. Caregivers are often family members. Some carry current smartphones; some do not. Some homes have reliable cellular coverage; many rural ones do not.
ArborSoft supports three capture methods so the program does not fail at the edges:
- Mobile app — check in and out on a smartphone, with location capture at the point of service and offline operation that syncs later.
- Telephony (IVR) — check in and out from the consumer’s landline, with the calling number establishing the location. No smartphone required.
- Web entry — browser-based capture and supervised manual entry for situations the first two cannot cover, with a documented reason recorded.
Record every required element
Each visit captures the six data elements the Cures Act requires: the type of service performed, the individual receiving the service, the date of service, the location of service delivery, the individual providing the service, and the time the service begins and ends.
These are stored on the visit record itself and carried forward into payroll and billing, so the evidence supporting a payment stays attached to it.
Validate at check-in, not after the fact
When a caregiver checks in, ArborSoft validates in real time against the governing authorization: is the service authorized for this consumer, is the date inside the authorization period, does budget remain, and is this employee authorized to deliver this service.
Catching a problem at check-in means a caregiver can be redirected before the shift. Catching it at payroll means the work has already happened and someone still has to be paid for it.
Work exceptions deliberately
Real programs generate exceptions: missed check-outs, visits outside the expected location, durations well over or under the scheduled shift, and manual entries. ArborSoft routes these to an exception queue rather than silently accepting or discarding them.
Each resolution records who made the change, what changed, and the documented reason. That trail is what a state EVV audit actually examines — not whether exceptions occurred, but whether they were handled consistently and evidenced.
Feed payroll and billing directly
Verified visits become payable time in payroll and billable service in billing without re-entry. This is the structural advantage of running EVV inside the same platform: the visit is validated once, at capture, and everything downstream inherits that validation rather than re-deriving it.
Where a state requires submission to an EVV aggregator, ArborSoft produces the required file format and retains the submission record.
