Software solutions for fiscal employer agents
ArborSoft exists for a specific kind of organization: the fiscal intermediary standing between a funding program and the people it serves. Fiscal Employer Agents, Financial Management Services providers, and grant program administrators all share the same operational reality — deadlines that do not move, tax liability that is genuinely theirs, and mistakes that are immediately visible to caregivers and consumers.
Generic business software does not handle that well, and the reason is structural rather than cosmetic. Conventional payroll systems assume one employer with many employees. A fiscal agent has the inverse problem: many employers, each with very few employees, every one a distinct tax entity with its own FEIN, deposit schedule, and filing calendar.
Software built on the wrong assumption handles the hundredth employer the same way it handled the first — as a separate process. That is what caps growth. We built ArborSoft so that adding an employer adds a record, not a process.

Streamline the process
The administrative burden in self-directed care is not inevitable. Most of it is the cost of systems that were never designed to work together. We build software that removes the seams rather than smoothing them over.
Increase return on investment
Back-office cost is what caps how many consumers an organization can serve. Every hour not spent reconciling two systems is an hour available for program growth.
Be a trusted partner
This work runs on fixed deadlines and real tax liability. We aim to be the partner organizations rely on when payroll has to run correctly on Friday — not a vendor they manage.
How we build
Every feature exists because the work requires it
Magnetic media filing is not a feature anyone requests to lengthen a comparison chart. It is there because federal and state agencies require those file formats and rejecting a submission over a misplaced field costs a correction cycle. 837I support is there because programs spanning institutional services need it. The portal is there because the alternative is your staff answering the same five questions by phone.
Validation belongs upstream
A problem caught when a caregiver checks in costs a phone call. The same problem caught after payroll has run costs a recovery from a family member. We put checks at the point of entry — against authorization balances, credential currency, and service coverage — because that is where they are cheap.
One record set, not several integrations
Integrations fail quietly. A sync that stops running leaves two systems confidently disagreeing, and nobody finds out until a claim is denied. Keeping authorizations, visits, payroll, payments, and claims in one platform means agreement is structural rather than maintained.
